Action Plan: Achieving Four Annual Harvests (Green Revolution 2.0)

Efforts must be directed toward enabling four crop cycles per year—moving beyond reliance on traditional Rabi and Kharif seasons—by executing these strategic measures:

• a) Inclusive Financial Assistance:
  
  Provide quarterly Central and State government aid to all farmers—including landless, small, and marginal cultivators—expanding support beyond current landholding parameters.
  
• b) River Interlinking & Flood Control:
  
  Connect river networks wherever viable to resolve interstate water disputes while mitigating both drought and seasonal flooding.
  
• c) Climate-Adaptive Crop Diversification:
  
  Diversify crops according to localized microclimates and introduce controlled technological interventions to build climate resilience.
  
• d) Budgetary Expansion & Smart Farming (AI):
  
  Significantly raise Central and State agricultural budgets for R&D, AI-driven weather predictions, subsidized high-quality seeds, mechanization, and direct input-cost relief.
  
• e) Agro Processing & Allied activities
  
  Under the umbrella of ‘Sakhi Apna Haath Jagannath’ sharing ideas on inclusive governance, ‘Annapurna’ focuses on the issues, challenges and ways ahead in the agriculture sector. To encourage self-reliance and empower rural women, we conceived the idea of setting up a small business -‘ Sakhi Annapurna Producers’ in select villages of Satyabadi block in Puri.Based on the identity around “Sakhi” and “Apna Haath Jagannath”, Sakhi Annapurna Producers’ would focus on women’s livelihoods, rural skill development, self-reliance, and Odisha’s cultural identity with primary focus on agriculture and food processing.“Sakhi Annapurna Producers” has several strengths:

  * Sakhi immediately conveys women, partnership, and community.
  * Annapurna evokes nourishment, abundance, agriculture, and food—very appropriate for an agro-processing enterprise.
  * Producers signals that this is a producer-led organization rather than just a trading company.

  * Institution / Enterprise: Sakhi Annapurna Producers
  * Umbrella initiative: Sakhi – Apna Haath Jagannath
  * Product branding: For example:
  * Sakhi Annapurna Mushrooms
  * Sakhi Annapurna Naturals
  * Sakhi Annapurna Foods

  This creates a clear hierarchy:

  * Sakhi – Apna Haath Jagannath (mission and movement)
  * Sakhi Annapurna Producers (the producer enterprise)
  * Product brands underneath it.
  As a way ahead, the products would include mushroom powder, Moringa powder,spices, dehydrated vegetables, or handcrafted products.

  It is envisaged that Sakhi Annapurna Producers has strong potential in Odisha because it combines women’s empowerment (“Sakhi”) with food security and prosperity (“Annapurna”), making it memorable and culturally resonant.
