Annapurna, the Giver of Food and Nourishment, shows the way for creation of wealth through focus on agriculture and allied activities. As we are aware, the doubling of agricultural income would be possible by prioritising proper irrigation of all the farm lands, incentivising the farmers through providing  legal guarantee to Minimum Support Price ( MSP) while ensuring fair pricing of crops; waiving off the farmers loans of distressed farmers with an aim to achieve zero case of debt ridden farmer suicide; crop diversification and ensuring farmers atleast four crops in a year; and encouraging corporates to invest much more in agriculture and allied activities. Farmers-friendly budget can be a step towards this direction.

କିଛି ଅନୁଭୁତି ଓ କିଛି ସ୍ବପ୍ନ

ଅନ୍ନପୂର୍ଣ୍ଣା ହେଲେ ଆମ ଦେଶ ତଥା ଆମ ରାଜ୍ୟ ଓଡିଶାରେ କୃଷି ଓ କୃଷିଭିତ୍ତିକ ଶିଳ୍ପାୟନ  ପ୍ରତିଷ୍ଠାର ମୂଳ ଆଧାର ଏବଂ ଏହି କ୍ଷେତ୍ରର ପ୍ରଗତି ଆମ ଓଡିଶାର ଜୀବନରେଖା ମହାନଦୀ ଉପରେ ଆଧାରିତ କହିଲେ ଅତ୍ୟୁକ୍ତି ହେବ ନାହିଁ। କାହିଁକି ନା ମହାନଦୀ ଓ ଉତ୍ତମ ଧରଣର ଜଳସେଚନ ବ୍ୟବସ୍ଥା ଯୋଗାଇଦିଏ ଚାଷୀ କୁଳକୁ ବର୍ଷଯାକ ଘର ଚଳାଇବାର ସାଧନ, ସମସ୍ତଂକ ପେଟକୁ ଆତ୍ମାଭରା ଭୋଜନ ଓ ଦିନସାରା ଖଟିକି ଆସିଲା ପରେ ରାତିରେ ବିଶ୍ରାମ କରିବା ପାଇଁ ଘରର ଆୟୋଜନ। ଆମ ଦେଶରେ ପ୍ରାୟ ୫୦% ଲୋକ କୃଷି, କୃଷିଭିତ୍ତିକ ଶିଳ୍ପାୟନ ଓ ଜଳସେଚନ ଯୋଜନା ଜରିଆରେ ରୋଜଗାର କ୍ଷମ ହେଲା ବେଳେ ଆମର ରାଜ୍ୟରେ ପ୍ରାୟ ୮୦% ଲୋକଙ୍କୁ ଏହି ସବୁକ୍ଷେତ୍ର  ରୋଜଗାର ଦେଇଥାଏ। ଏହି ପରିପେକ୍ଷୀରେ କୃଷି, କୃଷିଭିତ୍ତିକ ଶିଳ୍ପାୟନ ତଥା ଜଳସେଚନ ଯୋଜନା ଉପରେ ଉଭୟ କେନ୍ଦ୍ର ଓ ରାଜ୍ୟ ସରକାରଙ୍କୁ ଅତ୍ୟଧିକ ଗୁରୁତ୍ବ ଦେବା ନିହାତି ଆବଶ୍ୟକ।

  • With the ever depleting water level in our lifeline-river Mahanadi, there is an urgent need for the Central Government and the two stakeholder states-Odisha and Chhattisgarh to address the concerns pertaining to depleting water level in the river Mahanadi so as to ensure proper irrigation facility to all farm lands;
  • Effort should be made to ensure cultivation of four crops in a year instead of only Rabi and Kharif crops by adopting following steps:
  • Providing quarterly central and state government assistance to all farmers-landless, small and marginal farmers ( at present, the government assistance is only being provided to landholding farmers for Rabi and Kharif crops);
  • Ensuring proper irrigation facility to all farmlands through innovative approach like  connecting the rivers wherever possible which would address the issues of river water disputes among the states, and help in reducing the flooding and drought episodes;
  • Diversification of crops based on the local climate conditions and exploring the feasibility of creating suitable climate conditions through artificial technological interventions;
  • Ensuring a sharp increase in the budget allocation on agriculture by central government for increased spending on agricultural research and development, use of artificial intelligence for smart and more effective farming though weather predictions and increased mechanization to improve the farm income. The state governments should also increase the budgetary allocation on agriculture to take care of input costs, subsidised farming equipment, crop diversification and providing good quality seeds at subsidised cost.
  • Green revolution 2.0 in agriculture and allied activities has the potential to address the issue of huge unemployment existing in our country.
